公司经过江苏省南通工商行政管理局批准成立。公司营业执照号码为3206002110336（08年年检后营业执照号码更换为：320600000089268）,公司成立于2004年10月10日。根据营业范围,南通东亚海事船舶服务有限公司具有招收船员的资格。公司现设有一室六部:总经理室,船员劳务部,船员证件部,船员招生培训部,货运代理部,船舶租赁买卖部,财务部。
船员劳务部主要负责考核船员,选派合格的船员为国内外船东服务。东亚海事公司和台湾长荣海运公司、香港NYK LINE、新加坡万邦等国际知名船东有密切的外派关系。目前公司已经有多套船员整体派在国内船上工作。
船员证件部主要负责船员档案的管理，船员证书的申办和更新。目前本公司已在江苏海事局和上海海事局取得船员证书审办员资格。可以为广大船员或船务公司以最优惠的价格办理各种船员证书。
船员招生培训部主要负责面向各大专院校招收航海专业毕业生。同时也负责招收有志于航海事业的社会青年。对外派船员的业务技术、英语口语进行强化培训。本公司也可以按照各大航运公司、海运公司或船舶管理公司《招收海员简章》的要求招收社会上有志于从事航海事业的社会青年（例如4-6个月的机工、水手，3-5年制的远洋或沿海航线的三管、三副）。本公司主要负责在教育发达的江苏南通、盐城、扬州等地区招收合格的海员。本公司和南通航运技术学院、山东潍坊国际海运学校、福建莆田航海学校以及南通各市县劳动局都有密切的业务来往。
邮轮部主要负责招聘和安排相关人员前往马来西亚丽星公司，美国皇家加勒比邮轮公司，美国嘉年华邮轮公司，意大利哥斯达邮轮公司工作，并协助办理相关工作签证。
货运代理部主要负责面向货主及船东的服务。为国内外进出南通港口的船舶提供代理服务。
船舶租赁买卖部主要负责为国内外船东提供最优化的船舶，花最经济的钱拥有最经济的船舶。
